The latest scheme from the Minneapolis City Council is to divert funds meant for law enforcement and put it in the hands of “Non Profit Groups” who promise to improve the raging crime. 

Who are these Non Profit Groups? Friends of the City Council?

These groups are unaccountable and very likely partisan!
